Kim Trowbridge started in payroll operations, not insurance. He was a partner in AmCheck, one of Southern California's leading payroll and HR services companies, before selling it to iSolved in 2018. That operator background — running payroll for hundreds of employers, implementing HCM platforms, sitting in the chair your HR director sits in every day — is what separates Blue Ocean Benefits from a traditional brokerage.
We didn't start a benefits agency because benefits was the easiest door to open. We started it because we kept seeing the same problem: employers were getting plan quotes from brokers who didn't understand how those plans connected to their payroll setup, their benefits administration burden, or their HCM technology. We knew we could do it better.
We focus on California employers from 5 to 500 employees — most of our clients are under 100. All California companies with 100 or fewer employees on fully insured plans get the same rates from carriers. There's no pricing advantage to being a large broker. The only real differentiator is expertise — and that's where we're comfortable competing.
Kim also founded Blue Ocean Consulting, an independent HCM and PEO advisory, and has worked alongside TRG to help California businesses access workforce training funds. Together, the Blue Ocean companies form a bench of operators who have implemented hundreds of HCM platforms, negotiated PEO contracts for groups from 5 to 500+ employees, and helped California employers replace fragmented systems with something simpler and measurably less expensive.
